In March 2014, the Montréal International Fuel Facilities Corporation (MIFFC) submitted a project notice to Québec’s Ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP) to build the Montréal airport fuel terminal in the municipality of Montréal-Est.
As part of the assessment process, the MIFFC conducted an environmental impact study for the project that was submitted to the MELCCFP in November 2015. Information and consultation sessions were held prior to this submission, including two open house sessions. These events were an opportunity to present the project to the community and gather public questions and feedback, which would be taken into account during the project design and impact study.

The project was authorized under an order from the Quebec government in June 2019 and in June 2022. Shortly after, the MIFFC began the process of obtaining the required authorizations, permits, certifications, and other approvals.
